Canadian Student Visa Policies: Canada Clarifies Recent Changes to International Student Policies

In a significant update from Ottawa, dated February 5, 2024. Immigration, Refugees and Citizenship Canada (IRCC) has introduced pivotal changes to the International Student Program. Key Reforms Include:

  • Provincial Attestation Letter Requirement: As of January 22, 2024, most new international students need provincial approval letters confirming their acceptance under regional enrolment caps. Exempt groups include PhD, master’s, exchange, or pre-approved students.
  • Extended Post-Graduation Work Permit (PGWP): Starting February 15, 2024, 3-year post-graduation work permits will be available to master’s graduates in programs under two years. This arrangement supports labour market transition and permanent residency pathways.
  • Restriction on PGWPs for Public-Private Partnership College Programs: In response to concerns over education quality and student support, IRCC will limit PGWP eligibility for new students enrolled in programs offered through public-private partnerships, though current students will remain eligible.
  • Updated Open Work Permit Eligibility for Spouses: The eligibility for open work permits will soon be revised to focus on the spouses of masters, PhD and professional degree students – not undergrads. Extensions remain eligible. They are aiming to streamline support for international students and their families.
